Le GICHD recherche un COO pour diriger ses opérations stratégiques.TâchesAssurer l’implémentation de la stratégie multi-annuelle.Promouvoir une culture d’inclusion et de respect au sein de l’équipe.Gérer les programmes de réduction des risques liés aux munitions.CompétencesDiplôme dans des domaines pertinents et 10 ans d’expérience requise.Compétences en gestion stratégique et opérationnelle.Excellentes compétences en communication et en leadership.About this offerThe Chief of Operations (COO) ensures effective, accountable, and strategic leadership of the GICHD’s Operations. Reporting directly to the Director, the COO coordinates the planning, implementation, and monitoring of thematic and geographic programmes across the Centre. The COO drives operational excellence, ensures delivery in alignment with the GICHD’s multi-year strategy, plan, and values, and champions a culture of accountability and respect, in close collaboration with the Director.Areas of ResponsibilitiesGICHD Strategy and RBM Implementation· Contributes to the implementation of the GICHD multi-year strategy (2023-26) within the results-based management (RBM) framework of the Centre, ensuring all programmes are aligned with strategic priorities and deliver measurable results.· Maintains constant oversight of progress made against the strategy, with the support of the Planning Unit.· Oversees budget forecast, execution, and monitoring for Operations, ensuring cost-effectiveness.· Promotes a culture of accountability, respect, trust, inclusion, staff wellbeing and professional growth within the Centre.· Leads and support Division Heads within Operations, fostering a culture of evidence-based decision-making throughout Operations.· Promotes GICHD’s core values through fair, transparent, and empowering leadership.Programmes Management and Coordination· Fosters the development and implementation of the GICHD operations, including country-specific and region-wide programmes.· Ensures implementation of projects and activities within Operations and in close coordination with the External Relations Division which has the lead for implementing certain parts of the multi-year strategy.· Coordinates our capacity building assistance to national authorities in Explosive Ordnance Risk Reduction (EORR).· Oversees the development and updating of sub-strategies and sub-budgets within Operations.· Oversees the activities of the five divisions of Operations: Research, Innovation, Standards and Operations (RISO); Strategies, Performance and Impact (SPI); Information Management (IM); Inclusive Risk Reduction (IRR) and Ammunition Management Advisory Team (AMAT).· Oversees activities of the GICHD outside Geneva.· Develops an entrepreneurial culture characterized by cost-effectiveness and the achievement of concrete results.· Fosters a collaborative, respectful and enabling work environment, promotes diversity and inclusiveness.· Is a Member of the Leadership Team and the Management Board of the Centre.· Ensures the compliance of our operations with the policies and Internal Rules and Regulations of the GICHD.· Fosters the GICHD network with the Directors of National Mine Action Centers and other current and potential partners in view of the provision of assistance as well as joint projects and pooling of resources with partners such as NGOs, commercial operators, civilian and military institutions as well as academia.· Identifies and pursues engagement opportunities for the GICHD within its strategy.Other· The Chief of Operations signs key documents together with the Director.· Contributes to the risk management of the Centre.· Oversees and takes appropriate measures to increase staff security on mission (together with the GICHD Safety and Security Focal Points)· Other tasks as assigned by the Director.Qualifications· Academic education in development studies, economics, public or business administration, international relations, political sciences or other subject of relevance· Excellent communication skills, specifically in English. Further languages are an advantage.· Specific knowledge, technical skills (that are essential to fulfil the post):· At least 10 years of experience and advanced understanding in the field of explosive ordnance risk reduction (mine action and/or ammunition management) as a prerequisite for human security and socio-economic development· Substantial experience in managerial / executive functions in an international environment· Experience in humanitarian affairs, disarmament, development cooperation, security sector reform, peacebuilding or post-conflict reconstruction.· Experience in conflict and/or post-conflict context· Competence in developing networks and partnerships with organisations and key partners in the mine action sector.· Strategic and results-based management of organisations or global programmes· Strong social skills, respect for diversity, multicultural sensitivity Lire la suite
